Nice interpretation of theme into something without snow! One thing that hurts this image is the skull. At first I thought it was a live character, something about the eye sockets. Remodeling of this could really improve the drama/horror of what you are trying to get across. One thing which puzzles me is why there is smoke in the background? If this happened long ago why are things still smoking? And if it_s recent, why are there thin towers in the very background still standing? If you do plan on keeping the smoke you may want to tweak it some more, they are looking too much like particles instead of simulated smoke. But nice attempt at it, also with the dust you created. You mentioned in your description that you didn't want to use snow, but your image would have looked much better (and looked more like winter, nuclear or not) if you had replaced the the ground texture by something that looked like snow.
